The construction of the UHV AC project, which was suspended for one year, was started again. On April 11, the State Grid Corporation of China held a mobilization meeting for the construction of the North Zhejiang-Fuzhou UHV AC transmission and transformation project. This means that China's third UHV exchange project will be officially launched, but the controversy over the exchange of UHV continues.

The "Zhejiang-Fuzhou UHV AC Transmission and Transformation Project" has a total investment of more than 18 billion yuan. The project started in April and is expected to be completed and put into operation in March 2015. An expert in the power industry told reporters that building UHV AC transmission lines between provinces that lack resources and have fewer power sources may face the embarrassment of having no electricity to transmit.

According to Tian Lu, deputy director of the State Grid Corporation's Communication and Construction Department, the North Zhejiang-Fuzhou project built new substations in central Zhejiang, southern Zhejiang, and Fuzhou, expanded substations in northern Zhejiang, with a substation capacity of 18 million kVA, and newly constructed 2 & TImes; 603 kilometers. The static investment was 18.39 billion yuan, of which 5.53 billion yuan was invested in Fuzhou Station and Fujian's domestic lines, funded by Fujian Electric Power Company; 12.86 billion yuan was invested in substations and lines in Zhejiang Province, funded by Zhejiang Electric Power Company.

The North Zhejiang-Fuzhou UHV AC transmission line is the third UHV AC project after the southeast Jinan—Nanyang—Jingmen UHV AC test demonstration project and the Huainan—North Zhejiang—Shanghai project.

The Huainan-Shanghai UHV transmission line was approved in 2011, and the Jindongnan-Jingmen UHV transmission line was the first domestic demonstration line. Construction began in 2006. It took two years to complete at the end of 2008 and was put into commercial operation in 2009.

After the completion of the Jindongnan-Jingmen power transmission project, it has won the first national excellent gold award in the power transmission and transformation industry, and the National Engineering Construction Quality Award Examination Committee "National Classic Project 30th Anniversary Classic Project".

The above power industry sources told this reporter that the 1000 kV voltage originally designed for the Jindongnan-Jingmen line was not as successful as the public information, and the loss rate was relatively high. Moreover, the use of UHV AC to form a synchronous power grid in a larger area has great risks, and it is difficult to estimate the losses caused by accidents affecting the connected areas.

After the major power outage in India last year, the country has discussed the power grid structure and transmission technology options. Industry experts have proposed whether it is safe to connect all regional power grids with AC UHV to form a "one network". The higher the voltage level and the larger the scale of the AC power grid, the greater the scope of the allocation of power resources, but the greater the loss caused by accidents. It is also recommended that long-distance transmission should be based on direct current, and the power supply should be built near the load.

The North Zhejiang-Fuzhou UHV AC transmission and transformation project connects Zhejiang and Fujian provinces, is an important part of the East China UHV main grid, and is also the first UHV AC transmission and transformation project in Fujian Province. In this regard, Tian Lu said that on the one hand, the construction of the power grid in East China is actually to improve the ability of East China to accept electricity from outside the region; on the other hand, it is also to strengthen the export of affluent electricity in Fujian, which is also a good thing for power generation companies. .

But for experts who oppose UHV communication, this is not the case. The person believes that UHV AC is a transmission line, and Zhejiang, Fujian and even Anhui have relatively scarce resources and insufficient power. Zhejiang and Fujian are still large power consumers in coastal areas. It is economical to build UHV AC transmission lines between major power consumption provinces. Feasibility is not high.

Zhejiang, Fujian and Anhui rank second in the country in terms of installed power capacity, mainly transferred to other provinces. At the same time, Zhejiang and Fujian, as the eastern provinces, are regions with concentrated power consumption load. In principle, there is no sufficient power transfer.

However, this problem may be alleviated in the future. With the commissioning of a number of nuclear power and large-scale wind power projects, the staged surplus problem of Fujian's power grid may become prominent. State Grid expects that the Fujian power grid will have a power surplus of 4 million to 1000 in 2015 Ten thousand kilowatts.
