The “2014 China Semiconductor Market Annual Conference and the Third China IC Industry Innovation Conference” co-hosted by the China Semiconductor Industry Association and the China Electronics and Information Industry Development Institute were held in Wuxi. At the meeting, the senior officials of the Ministry of Industry and Information Technology revealed the four directions of policy support for the first time.
Peng Hongbing, deputy director of the Electronic Division of the Ministry of Industry and Information Technology, said that the state attaches great importance to the development of the semiconductor and integrated circuit industries. In the near future, it is necessary to intensively introduce a series of policies to support the development of the integrated circuit industry and disclose the four directions of policy support. These four directions include: establishing a coordinated long-term mechanism for supporting policies of the central government and local governments; resolving bottlenecks in investment and financing that have long plagued the development of the integrated circuit industry; seeking more resources from the capital market; and using policies to guide social capital investment; Innovation; strengthen opening to the outside world, encourage domestic and foreign enterprises to actively cooperate, and use policies to guide and improve the quality of cooperation.
There are many ways to attack the four routes, the key two points are to promote investment and financing and strong joint development. According to Shi Lei, vice president of China Semiconductor Industry Association, the accelerated development of strategic emerging industries has brought strong support to China's integrated circuit industry. The global semiconductor market will continue to maintain its growth momentum in 2014. Driven by emerging markets such as mobile internet and wearable devices, it is expected to further increase to 318.1 billion U.S. dollars by 2014; and China’s integrated circuit industry sales will exceed 300 billion yuan for the first time. And this growth momentum is expected to continue. High-tech grafted capital breaks through the development bottleneck of the integrated circuit industry at one stroke. ICs include many listed companies, such as Shanghai Belling, Datang Telecom, Silan Micro, Jingfang Technology, Huatian Technology, Changjiang Electronics Technology, China Radio Guangtong, China Microelectronics, Seven Star Electronics, and Kang Qiang Electronics.
How does MIIT policy support affect the industry and related listed companies? As China's strategic high-tech industry, integrated circuits are driven by rapid growth in domestic demand for chips. The shortage situation has become increasingly tense. Last year, domestic chip imports have nearly reached 90%. What gap exists between integrated circuits and the international advanced level, and what kind of huge import substitution space exists? Zeng Jianqiu, director of the Research Center for Information Economy and Competitiveness at Beijing University of Posts and Telecommunications, analyzed this.
Zeng Jianqiu said that the current development of China's integrated circuit industry is very rapid, but there are still gaps compared with the international comparison. Now that China's ICT industry with integrated circuit technology as its core has replaced some traditional industries such as automobiles and iron and steel, its status in the development of the national economy has become increasingly important. However, from the standpoint of substitution of imports, the gap is mainly concentrated in the R&D system of high-end chips. These differences are quite different from international countries, especially those of the United States. Although import substitution increases, some technologies imported from abroad are still Increased, but this can't be completely said to be a bigger gap. One is to look at our own development, to see the IC's position in the entire economy, and the other is that the proportion can't fully explain the problem.
The policy of the Ministry of Industry and Information Technology requires finding more resources from the capital market, guiding social capital investment with policies, and solving the problem of the bottleneck of investment and financing that has long plagued the development of the integrated circuit industry. As an emerging industry, the integrated circuit industry should have very good prospects for development. Why is there a long-term lack of financial attention, and is technology risk too large or what is the reason?
In this regard, Zeng Jianqiu believed that the most important aspect of the four directions proposed by the Ministry of Industry and Information Technology was innovation. There were few words in the four directions, but the weight was heavy. Why is there lack of funding attention? The first is that technological innovation is not enough. The R&D technology departments of some ICT industries such as ICs in China are the most important bottleneck in innovation.
There are three aspects in the four directions, that is, the financing system in investment. This is also a very important issue. However, to invest in financing, first of all, there must be projects that attract investors' attention. This is the two sides of a problem. The development of the investment and financing system should not focus too much on the question of who invests and how to invest, but should pay attention to investment innovation and project innovation. In the future, China's integrated circuit industry will further develop, and further innovations should be done in the following areas. The first must be true innovation. The second is to establish an innovative ecosystem from the perspective of future development.
The so-called eco-system is that there are many chips imported from abroad. Is it all necessary to innovate, and all have to replace foreign imports? In fact, this is not the case. The ecological system is to establish an independent industrial system. It is necessary to find out which ones are suitable for our research and development and which are not suitable for our research and development. Sometimes our country's problems have invested a lot of money in the country, but the output is not satisfactory. This is also worthy of attention. To clarify the direction of development in the system, the direction of such investment is also clear. Third, with regard to the development of the entire integrated circuit in the future, investment should be diversified and should attract more funds to pay attention. This is also a problem that needs to be studied and solved.
