Second, the tender conditions
Ulanhot Lihe Agricultural Technology Co., Ltd. commissioned an open tender. Pursuant to the Law of the People's Republic of China on Tendering and Bidding and the Regulations on the Implementation of the Tender and Tender Law of the People's Republic of China, the principle of openness, fairness, impartiality and good faith is followed, and qualified bidders are welcome to register.

1. Project name: Large-scale biogas project in Lilan Agricultural Technology Co., Ltd. of Ulanhot;
Approved document number: Internally issued reform rural character [2016] No. 806;
2. Main construction contents and scale: Two new anaerobic fermentation tanks will be built, with a total single-seat capacity of 2,650 cubic meters and an effective volume of 2,400 cubic meters; a new floor-standing gas-storage membrane will be built with a storage volume of 1,500 cubic meters;
3. Construction site: Huhe Racecourse, Xinganmeng Farm Bureau, Inner Mongolia;
4. Source of funds: state-owned investment (implemented);
5. Total project investment: 7.95 million yuan;
6. Qualification examination methods: After qualification examination, the specific contents and requirements are detailed in the relevant provisions of the bidding documents.
Fourth, bidder qualification requirements
1. The bidder must be an enterprise legal person legally registered in the territory of the People's Republic of China, must have the ability to perform the corresponding project, and have the ability to guarantee the completion of the tender project on schedule in terms of personnel, equipment, and funds.
2. It has the qualification of an independent legal person of the People's Republic of China and has a valid business license, organization code certificate, and tax registration certificate issued by the relevant state agencies. It should have good financial status and commercial credit. If there is any change in the information of an enterprise, it must be changed by the Trade and Industry Bureau. The project to be invested shall be the category clearly stated in the business scope of the bidder’s business license, and shall have the professional qualification required by the project.
3. The legal representative is the parent company of two or more legal persons or bidders and bidders, a wholly-owned subsidiary, or a holding company of the same company, and only one bid for the project that participates in the same bid section can be submitted.
4. Not being ordered to suspend business, bidding qualifications were cancelled, property was taken over, frozen, bankruptcy, and in the last three years there was no fraudulent bid or serious breach of contract or major quality problems.
5. The bidder must have the qualification of professional contractor of environmental protection engineering grade 3 and above.
6. The bidder proposes that the project manager must possess qualifications for registered construction divisions (including temporary) of the environmental protection project and grades above Grade III or a qualification for construction of a small project constructor, and have an effective safety production assessment certificate.
7. The bidder has a safety production license that passes the annual inspection.
8. Does not accept the Commonwealth bid.
