"Planning" clearly stated that it will actively guide the development of radio technologies with independent intellectual property rights in China and support the localization of monitoring and testing equipment.

Radio technology and business innovation and development put forward higher requirements for radio management. New technologies and applications for radios continue to develop and quickly penetrate into all areas of society and the daily life of the people. The emergence of new technologies and new services, such as the Internet of Things and cloud computing, will promote the seamless development of seamless networks and ubiquitous information services, and will lead to a wider range of radio applications. Radio technologies are developing in the direction of broadband, high-frequency bands, and micro-power. Multiple radio applications share frequencies and will place new requirements on radio management such as spectrum allocation, frequency coordination, and station management mode.

The "Plan" clearly stated that during the "12th Five-Year Plan" period, the country will vigorously develop a new generation of strategic emerging industries such as information technology, and will focus on the development of a new generation of mobile communications networks, next-generation Internet and Internet of Things, and promote triple play, Form new economic growth points. Radio spectrum resources are the key elements for ensuring the development of a new generation of information technology.

To this end, the competent authorities will actively guide the development of radio technologies with independent intellectual property rights in China and support the localization of monitoring and testing equipment.

Industry sources pointed out that with the support of the relevant departments, there will be huge room for import and export of radio companies with independent intellectual property rights in the next five years. Taking satellite navigation technology as an example, at present, more than 90% of the market for satellite navigation applications in China is occupied by the US’s GPS system. However, since ownership, control and operation of GPS belong to the United States, the United States can terminate the provision of signals at any time.

The "planning" also proposes that the competent authorities will combine the development of strategic emerging industries such as the new generation of information technology with the deep integration of informatization and industrialization to promote the application of radio technology in the industrial field.

With the development of the Internet of Things, various technologies related to the Internet of Things have also attracted sufficient attention from the relevant departments of the country. Transmissions in the Internet of Things applications will use various transmission media. If they are not planned, this will inevitably cause some confusion.
