According to the Measures, the old electrical and electronic products include electrical appliances such as refrigeration and air-conditioning appliances, cleaning appliances, kitchen appliances, ventilation appliances, heating and ironing appliances, personal care appliances, health care appliances, entertainment appliances, audio and video entertainment, and information technology. product.

The "Measures" pointed out that when operators purchase old electrical and electronic products, they must register the acquired products, establish quality and performance status of old electrical and electronic products, repair and refurbishment of major components, and record trademarks, producer information, etc. , And the old electrical and electronic products for sale should be marked as used goods in prominent locations. Also register the seller’s original purchase certificate or seller’s identity information.

When the public purchases, the business operator should take the initiative to issue sales vouchers or invoices and provide no less than 3 months of free warranty service. As long as the old electrical and electronic products are still within the warranty period of the Three Guarantees, the operators shall perform the Three Guarantees responsibilities according to law.

In addition, the "Measures" require that when an operator purchases and sells old electrical and electronic products, he or she must not use the information obtained by agencies, enterprises (businesses), and individuals in the circulation process in areas that are not related to the circulation of old electrical and electronic products. Violators will be fined a maximum of 10,000 yuan but not more than 30,000 yuan. Those who have committed crimes will also be investigated for criminal responsibility according to law. Where a business secret or personal privacy is involved, the seller should properly dispose of the relevant information in advance and make a reminder before the acquisition. The acquisition and sale of used electrical and electronic products through the Internet will also be implemented with reference to this approach.
